Fuel and Waste Management Advisor - Papua New Guinea

Pre-Startup ? Coordinate the acceptance and handover of facilities and equipment from EPC4 / CBI and other entities to ensure appropriate and right sized facilities, as well as correct equipment to support WM and Fuel Operations. ? Ensure appropriate support contracts are prepared and in place to meet planned transition dates of support functions. ? Gap analysis, and address, any SHE deficiencies within facilities or operating practices for Fuel and WM. ? Ensure fuel control procedures and reconciliation processes are in place. Coordinate a pre-turnover gap analysis to identify any equipment or procedural deficiencies. ? Develop and implement agreed cost-share arrangements between Production, Drilling and EMDC. Post-Startup ? Leadership and development of the Upstream Fuel Management and Waste Management coordinators and Contractors. Operational oversight of contractor performance and compliance, developing and implementing strategies for contractor development where required. ? Implement OIMS 8-1 requirements for Contractor stewardship. ? Support EMPNG with forecasting WM and Fuel requirements, rightsizing support as required. ? Ensure work management activities are consistent and aligned to ExxonMobil best practices, with any variances identified, documented and reported. ? Provide a focal point for any Upstream planning events, requiring Fuel Management and Waste Management input, ? Liaise and integrate infrastructure plans with other functions and stakeholders, including O&M, Procurement, Security, CA and 3rd party contractors. ? Ensure full and complete reporting of activities, including Fuel Reconciliations, routine KPI?s and Metrics, as well as other reports as required by Production Logistics ? Develop and implement maintenance strategies for Fuel and WM assets and equipment. ? Understudy the Upstream Logistics Supervisor and act as the second in charge in his absence. Execution ? Responsible for the day to day execution of work by the work team (Infrastructure personnel and contractors). ? Guides and controls company assets to meet production priorities, achieve or exceed safety, cost saving, schedule and quality objectives. ? Coordinate Fuel and WM project or contingency support activities. ? Responsible for overseeing the compliance, operational performance and cost of contractors. ? Coordination of and input at meetings: Logistics team meetings, Facility Toolbox meetings, Planning Meetings, Contractor meetings and workshops. Compliance ? Ensures respective work team complies with all applicable ExxonMobil OIMS standards. ? Ensure ExxonMobil?s management of change process is adhered to. ? Liaise closely with Operations group on Infrastructure support requirements, initiatives and issues. ? Liaise closely with Contracts and Procurement Group in the management of contractors and all commercial dealings. Best Practices ? Stewardship of Logistics Best Practice implementation for Upstream Fuel and WM operations. ? Participate in the continuous improvement of the Fuel and WM support , ensuring close integration with stakeholders and other functions (eg: O&M, Procurement, Security). ? Identification and implementation of Infrastructure contractor performance improvement opportunities. Cost Control ? Utilise company benchmarking and market analysis to ensure efficient and effective use of Logistics Infrastructure funding. ? Budget development and stewardship for Upstream Fuel and Waste Management cost centers. ? Ensure correct budgetary reporting and KPI?s. Utilise Business Warehouse system and IPES. SHE ? Communicates job safety requirements to ensure that subordinates understand the work objectives, safety, health, environmental and security concerns ? Leading proponent of the safety management tools ? Ensure safe work within own group and area: demonstrate safety leadership. ? Strong understanding of contractual methodologies and contractor oversight and control. ? Understanding and knowledge of the PNG commercial environment, marketplace and the role of government and regulatory authorities. ? Ability to balance and integrate security and community objectives into operational plans for Infrastructure . ? Good interpersonal and motivation skills, with ability to manage discipline and performance issues in the workplace. Specific Technical Skills ? Advanced knowledge of safety management tools and processes. (Stepback 5x5, JSA, Risk Assessment) ? Knowledge of Fuel Management systems, reconciliations and controls. ? Knowledge of Load restraint, transport operations and scheduling in a field environment. ? Knowledge of EM and PNG regulatory frameworks for aviation, transport, fuel and food safety. ? Knowledge of Field Fuel Systems, Waste Management Processing and handling systems. ? Advanced ability in identifying risks, and facilitating solutions for improved performance of Logistics operations. ? Knowledge of resources industry work environments and systems. ? Strong written communication and reporting skills. ? Advanced applications ability (SAP, MS Project, Powerpoint, Excel,) Competencies ? Highest standard of Safety, Health, Environment aptitude and cultivates the same in others. ? Cultural sensitivity. ? Understanding of the Production Logistics models for support, and their application in the Upstream field environment and in particular to the Infrastructure and facilities maintenance. ? Work in extreme environments. ? Ability to interface with O&M personnel, Drilling, Security, L&CA and the local business community (LANCO?s). ? Ability to transfer skills and develop supervisors and leaders within a developing country environment. ? Has ability to understand Infrastructure and facility based issues and problems, and able to develop and execute structured plans and solutions. ? Can build good relationship with others, while achieving objectives. Fosters co-operation with other teams, and 3rd parties. Job RequirementsQualifications ? Degree or comparable qualifications in Business, Operations or Logistics. ? IT systems- ERP / Microsoft Word Apps to Intermediate or Advanced standard. ? Training or leadership qualifications or certifications. ? Safety leadership qualifications or certifications. Skills & Experience Required ? 5-10 years experience with operational Logistics functions, with remote experience preferred. ? 5+ years Supervisory experience. ? Experience in field Fuel Operations and Waste Management Operations. ? Experience within a large corporation or complex organizational setting. ? Experience in staff management and development in a developing country environment. ? Experience managing contractors within a dynamic, challenging and unpredictable environment. ? Demonstrated experience in managing multi-disciplinary teams. ? Experience of using SAP (or other) computerized maintenance management tools. General Technical Skills ? Strong safety and compliance focus, setting challenging targets for the team and individuals. ? Strong understanding of an integrated logistics operation, in remote locations. ? Strong understanding of company control systems and Operations Integrity Management Systems. Salary and Benefits? 28/28 rotation - remote camp in Hides, Southern Highlands, PNG ? Camp accommodation, meals, laundtry, in-country transfers, medicals and visa costs and PPE clothing all provided by client. ?
